Re.: Visite de M. Richard Freedman sur des sites promus par le KKL
M. le Président,
Nos organisations ont été surprises et choquées d’apprendre qu’un de vos représentants a visité plusieurs sites symboliques en Israël, il y a deux semaines, à l’invitation de KKL/JNF. D’après un média israélien, Richard Freedman a fait un déplacement de six jours lors duquel il a visité Israël et spécialement la forêt Yatir et Wadi Attir, deux projets présentés comme “promouvant la beauté et l’équilibre écologique d’Israël ».
Nous sommes franchement consternés du fait que l’Union Européenne, par cette visite, collabore au nettoyage ethnique des Bédouins du Néguev.
Il nous est difficile d’imaginer que vos services ignorent que les habitants du village bédouin d’Um Al-Hiran, situé dans la région de Nahal Yatir, sont sous un avis d’expulsion qui déclare qu’ils occupent des terres d’État sans permission, alors qu’ils y ont été déplacés par ordre du gouverneur militaire en 1956. Et pourquoi les Bédouins sont-ils jetés de leur terre ? Pour faire place à 30 familles juives qui s’installeront dans un village nommé Hiran. Actuellement, ces familles vivent à proximité dans des maisons temporaires payées par le KKL/JNF.
Comment votre représentant peut-il visiter la forêt et sourire devant les caméras du KKL, sans interroger ses guides sur la façon dont l’État d’Israël traite ses citoyens suivant leur origine ? Faisant ainsi croire que l’Union européenne approuve ces violations des droits humains.
D’après le même média, votre représentant a visité le site du projet Wadi Attir. Ici aussi, nous avons du mal à croire que vos services ignorent que le KKL y construit un labo écologique, qui est supposé « mettre en valeur les valeurs bédouines traditionnelles, leur savoir-faire et expérimenter les principes de durabilité, de science moderne et de technologie de pointe ».
Bien sûr, c’est un mensonge flagrant : d’un côté l’État d’Israël repousse les Bédouins de leurs terres (personne n’a entendu parler du plan Begin/Prawer dans votre cabinet ?), de l’autre, avec l’aide du KKL, ce même Etat construit la vitrine Wadi Attir pour expliquer aux naïfs à quel point il se préoccupe de ses citoyens Bédouins. Un élément essentiel de Wadi Attir consiste en son Centre des Visiteurs, avec son hall d’expositions, son auditorium, ses salles de classe et sa bibliothèque.
La vérité sur ce soi-disant centre écologique est qu’il emploiera quelques employés Bédouins qui vivront hors du centre dans les cités les plus pauvres d’Israël. Les Bédouins, qui vivent depuis de nombreux siècles sur cette terre, seront réduits à des faire-valoir touristiques, semblables aux Indiens ou aux Noirs montrés comme des éléments folkloriques au public européen à l’époque des casques coloniaux.
Nous croyons que le président du Parlement européen devrait utiliser le fiasco de cette visite pour dénoncer formellement les infractions israéliennes répétées des droits humains les plus élémentaires concernant ses citoyens Bédouins, le nettoyage ethnique planifié par le plan Begin/Prawer et la subtile coopération du KKL/JNF.
Vos services sont certainement avertis que ceux qui proclament leur crédo écologique envoient leurs bulldozers détruire les villages du peuple Bédouin, leurs champs, leurs oliviers et leurs citernes.
Si les faits sur le terrain dénoncés par cette lettre paraissent trop inconcevables à vous-même et à vos collaborateurs, nous vous invitons à lire les documents recueillis par de nombreux témoins Israéliens et Palestiniens, rassemblés dans les livres électroniques StopTheJNF: http://jnfebook.net/ et dans bien d’autres publications. Nous vous remercions d’avance pour votre attention pressante sur cette question : Il se peut que votre représentant ait été assez naïf pour avoir été trompé par les professionnels du KKL/JNF, auquel cas vous ferez certainement une déclaration à cette fin. Par contre, laisser croire que l’Union européenne soutient la discrimination et le nettoyage ethnique serait criminel.

Re.: Visit of Richard Freedman to various KKL-sponsored sites
Mr President,
Our organisations are surprised and shocked to learn that, two weeks ago, one of your representatives visited several symbolic sites in Israel at the invitation of the Keren Kayemeth Leisrael/Jewish National Fund KKL/JNF.
According to an Israeli media report, Richard Freedman carried out a six-day tour during which he visited Israel and especially the Yatir Forest and Wadi Attir, two projects presented as “promoting Israel’s beauty and ecological balance”. We are truly dismayed that the European Union, through this visit, is collaborating in the ethnic cleansing of the Negev Bedouins.
It is difficult for us to imagine that your office is unaware of the fact that the inhabitants of the Bedouin village of Um Al-Hiran, situated in the Nahal Yatir region, have been served with an eviction notice claiming that they are occupying State land without permission, whereas they were in fact displaced there under an order issued by the 1956 military governor. And why are the Bedouins to be driven from their land? To make room for 30 Jewish families who will settle in a village to be named Hiran. Those families are currently residing nearby in temporary housing provided by the KKL/JNF. How can your representative visit this area, smiling into the KKL cameras, without questioning his guides about the way in which the State of Israel treats its citizens according to their origin ? Thus allowing people to believe that the EU approves of human-rights violations.
According to the same media report, your representative visited the site of the Wadi Attir project. Here also, it is hard to believe that your office is unaware that the KKL is building an ecological lab there, supposedly “to exploit Bedouin traditional values, know-how and experience, together with sustainability principles, modern-day science and cutting-edge technology ». This of course is a blatant lie: the State of Israel is engaged in driving the Bedouins from their lands (has nobody in your cabinet heard about the Begin/Prawer Plan?), while at the same time, with the aid of the KKL, this State is building the Wadi Attir showcase designed to show naive observers how much it cares for its Bedouin citizens. A major element of Wadi Attir is the $1 million Visitors Centre with its exhibition hall, auditorium, classrooms and library.
The truth about this so-called ecological centre is that it will hire a few token Bedouin employees who will live away from the Centre, in the poorest dwellings existing in Israel. Bedouins, who have lived for many centuries on this land, will be reduced to a tourism commodity, akin to the Indians and Blacks used as a folkloric element in European public events during the era of colonial helmets.
We believe that the President of the European Union should use the fiasco of this visit to formally denounce the repeated Israeli violations of the Bedouin’s most basic human rights, the ethnic cleansing formulated in the Begin/Prawer Plan and the subtle collaboration of the KKL/JNF. Your office is doubtless aware that those who declare their ecological beliefs are dispatching bulldozers in order to destroy the Bedouin people’s villages along with their fields, their olive trees and their water reservoirs.

We thank you in advance for your urgent attention to this matter. It may be that your representative was naive enough to be misled by the KKL/JNF officials, in which case you will no doubt wish to make a statement to that effect. On the other hand, letting the world believe that the European Union supports discrimination and ethnic cleansing would be criminal.
